The Cabinet awarded a Rs. 2.89 billion contract to Maga Engineering Ltd for the third phase of the Baseline Road Extension to upgrade a 0.86 km section of Colombo-Horana Road to six lanes with an underpass, signal-controlled intersections, pedestrian facilities and drainage improvements. Seven bids were received under National Competitive Bidding and Maga submitted the lowest substantially responsive bid; the contract value excludes VAT.
Secondary government bond yields rose across key maturities as selling interest pushed yields higher ahead of today's Monetary Policy Review; a Rs.80 billion T‑bill auction (91/182/364-day) is scheduled. The rupee appreciated marginally to about Rs.330.75/330.90 and money-market liquidity showed a net surplus of Rs.151 billion.
The Cabinet approved signing a supplementary agreement with Brazil to enable a technical cooperation project to develop Sri Lanka's dairy industry and establish a cooperation framework with Brazilian agencies and the Federal University of Viçosa. Sri Lanka produced 431.5 million litres of cow milk and 92.5 million litres of buffalo milk in 2025.
The Colombo ASPI fell 0.6% to 20,817.82, sliding to a six-month low as losers (163) outpaced winners (31) and turnover barely topped Rs.1bn. Top decliners and contributors to the drop included Dialog, Commercial Bank, Overseas Realty, Singer, Tokyo Cement and Ceylinco, while John Keells closed flat.

Liquidation of Bimputh Lanka Investments PLC is proceeding: the court‑appointed liquidator filed a preliminary report and has called for directors' Statements of Affairs, while the company’s appeal against the Commercial High Court winding‑up order remains before the Supreme Court. The liquidator was appointed on 26 June 2025 and notices were published on 18 July 2025.
The Cabinet approved TRCSL's acquisition of US$9.25 million in ADB-funded systems-US$8.0m for a spectrum management and monitoring system and US$1.25m for a service quality/user-experience monitoring system-under the Digital Transformation Enhancement Project to boost national telecom monitoring and data processing.
CIABOC arrested a former Commissioner (Investigations) of the Department of Land Title Settlement over an alleged unlawful transfer of State land in Borella valued at about Rs.1.59 billion (1.0982 ha). The suspect is accused of using official letterhead to issue an unauthorised report and was to be produced before the Colombo Chief Magistrate's Court.
